The most important innovation foreseen by the project is bringing new understanding and perception of quality assurance as a self-regulation and self-assessment process. Further, creation of models for external and internal QA as a complete system of procedures and tools will be introduced for the first time in Ukraine. Upon these models QA body and HEIs will develop/modernize their own systems introducing new approaches, new mechanisms and tools. Innovative character of project outcomes and outputs will target main groups of stakeholders: policy-makers and external QA staff will benefit from the set of tools and practical experience to build up external evaluation system that will focuse on and stimulate quality enhancement at HEIs; managerial staff at HEIs will obtain new system of instruments for internal QA aimed at effective management and decision-making, fostering the culture of quality based on self-assessment, motivation of staff and students for constant growth and development; academic staff is going to benefit from concrete tools to assess APs and own performance, bridge the gap between the services available and students’ expectations, master methods to improve the academic services, bring them closer to labour market demands; students will get the opportunity to influence the decision-making process, to actively participate in self-assessment procedures, to express their expectations. Other stakeholders (employers, civil sector etc.) will benefit from the enhanced transparancy and interactiveness of the higher education system.
General shift from QA as accomplishment of external requirements towards QA as a self-assessment system where everyone must share responsibility for quality of services is innovative for Ukrainian HE sector and society at large.
